In September, 2000 I sent to former PM E.Barak, former leader of opposition A.Sharon and some other politicians a proposal allowing to solve the problem of Palestinian Arabs without menacing Israel. This proposal stays valid today. Its sense consists in the following:

1) IDF should perform a very aggressive, fast, bloody and exterminating operation against not only terrorists but also their supporters in all parts of PA. The goals of such operation - not only the neutralization of terrorists, the destruction of the Palestinian authority and disarmament of "Palestinian policemen" but also provocation of liberal public opinion to appeals for the protection of "Palestinian people";
2) Simultaneously with performing the operation, Israel should address to USA and UNO the open appeal to involve US and NATO forces to PA, with the creation of a temporary administration by USA-NATO-UNO and offering to PA of the status of "territory protected by UNO";
3) The same time, Israel should suggest USA and NATO to create military bases in Judea, Shomron and Gaza.

The expected results of the realization of this proposal:
a) Extermination of most of terrorists and their supporters; destruction of the terrorist infrastructure and Palestinian authority;
b) The Palestinian police will be replaced by forces of USA and NATO;
c) The Palestinian authority will be replaced by the administration of USA, NATO and UNO;
d) The new administration of PA will be interested in getting the permanent status, so the creation of Palestinian state will become very doubtful;
e) USA and NATO will get interested to keep their bases in Judea and Shomron, that will reduce the pressing onto Israel aiming to make it to leave the controlled territories.
